Resolution to improve the decision making capability of the IESL Council Background to the Resolution The Institute of Engineers, Ceylon, Act, No. 17 of 1968 that incorporated IESL (and amended subsequently as Act, No. 3 of 1996), places exceptionally high importance on the Past Presidents of the IESL in respect of the roles they are required to perform. In the Schedule of By-laws of the IESL, the By-law 31 requires the Council of the IESL to "set up a Disciplinary Committee comprising three Fellows at least one of whom shall be a Past President." This Disciplinary Committee may investigate and report to the Council on any member including the Members of the Council except the President or the President Elect. Furthermore, in the event of a disciplinary inquiry "against the President or the President Elect, all of the three members of the Disciplinary Committee shall be Past Presidents." IESL Council Election for the Session 2017/2018

I am participating in the IESL Council Election for the Session 2017/2018 as a candidate for the position of Chairman of the IT & Communication Engineering Sectional Committee. Below is my Election Statement: I have been a member of IESL from 2002 and Secretary of the IT & Communication Engineering Sectional Committee during council sessions 2008/2009 to 2010/2011 and 2012/2013 to 2014/2015. During Council sessions 2015/2016 and 2016/2017, I have been the Chairman of the Sectional committee. I have worked closely with members of the sectional committee and other engineering colleagues to conduct membership drives, seminars, workshops, and competitions to improve the interaction among members and also to enhance the profile of IESL among general public. The phrase " publish or perish " that succinctly captures the pressure academics feel to produce scholarly work continuously in order to achieve career progress is an age old problem. For example, the phrase appears in an article by Clarence Marsh Case (1874-1946) in the Sociology and Social Research (1927). A consequence of this situation is the need for scholarly journals in which articles with high level of scientific rigour can be published. While publishers of scholarly journals resort to peer-review to ensure that they publish only the highest quality work, the authors rely on impact factor to determine the reputation (ie., quality) of the journal. The Impact Factor (IF) of a journal is calculated for a given year and is a measure of how often articles in that journal have been cited in other scholarly work. For this value to be meaningful, it must be calculated by excluding self-citations and including only those articles that appear in other reputable journals. Ther...
